Youth of Uzbekistan: Smarter, Stronger and Happier

Our people pin all their dreams, hopes and aspirations, the whole meaning of life, with the younger generation. If you ask any of our compatriots about his highest goal, he will not hesitate to answer that he dreams of seeing the happiness, wellbeing and growth of his children.

That is why close attention to the education of the younger generation and state youth policy occupies a special place in our people’s hearts. Each step in this direction is supported by citizens.

The key priority of all reforms in the country comes to the education of a comprehensively advanced generation with ample knowledge, marketable professions, and creative thinking. After all, the noblest goals of today and the place Uzbekistan occupies in the world community depend first of all on the new generation, on what people our children will grow up.

The state youth policy in Uzbekistan is built on a strong legal foundation. The Law ‘On the fundamentals of state youth policy in the Republic of Uzbekistan’, approved on November 20, 1991, ranks among the first legislative acts the republic adopted after gaining independence. The issues of overall protection of the interests of youth are reflected in the Constitution of Uzbekistan, 22 laws, numerous decrees and resolutions of the President and the Cabinet of Ministers. The republic ratified more than 30 international documents on the protection of the rights and interests of young people.

That was once again proved by the fourth general session of the Public Youth Movement Kamolot of Uzbekistan on June 30 in Tashkent.

President of Uzbekistan, Shavkat Mirziyoyev delivered a speech at the meeting. He pointed out to importance and relevance of upbringing of the younger generation. Despite the fact that Kamolot has accomplished its goals and objectives, as outlined in its program and charter, the organization failed to turn into a real mass youth movement.

He criticized that activity of territorial structures of the movement is limited to narrow functions, and focuses primarily on young students, while the work with unorganized youth remains out of sight. There is no tangible contribution of the youth organization in such relevant issues as ensuring employment, expansion of knowledge and outlook, development of entrepreneurship, protection from ideological threats.

The delegates supported the idea of establishment of a Union of Youth of Uzbekistan on the basis of the Public Youth Movement Kamolot.

The forum spotlighted the legal status, main goals and missions of the new organization, its role and status, authority and prestige in the life of our country. The participants discussed the ways of organization of structural subdivisions of the Youth Union. They proposed on training of management staff for the state and society, on provision of labor, housing, and living conditions for young people, and on expanded involvement of the Union of Youth of Uzbekistan in implementation of hopes and aspirations of the younger generation.

June 30, the day of establishment of the Union of Youth of Uzbekistan, was announced in our country as the Youth Day.

Kakhramon Kuronboev was elected as Chairman of the Central Council of the Union of Youth of Uzbekistan.

The new youth organization is called on to make young men and women not just direct participants, but also initiators of reforms, the driving force of business, science, innovative development. The establishment of the Union has triggered the formation of a new concept of Uzbekistan's youth policy. Its specific content was discussed at the regular meeting of the International Press Club, which brought together the leaders and representatives of the Youth Union of Uzbekistan, ministries and departments, the Women's Committee of Uzbekistan, foreign ambassadors, a broad range of experts.

Speakers noted that the number of Kamolot primary organizations in general schools, specialized secondary and vocational educational institutions, universities, as well as in enterprises, organizations and institutions has exceeded 15,500, uniting more than 6 million. Despite the indicators, the organization did not cope with the tasks assigned. The current situation and views of young people have shown that it is time to make drastic changes in its activities.

What will be the key difference of the new youth structure? Its funding will double - 200 billion soums (currency rates of CB RU from 10.07.2017, 1$= 3986.55 soums) will be allocated for its needs from the country's budget annually. The Youth Union will independently distribute the funds. As noted by the Chairman of the Central Council of the Union of Youth of Uzbekistan Kahramon Kuronboev, transparency of expenditures will be ensured by reports to relevant departments and the public.

It is planned to create youth entrepreneurial clusters in all cities and regions of the republic. Beginning businessmen, Union enthusiasts, will have an opportunity to rent idle state facilities, areas in free economic and small industrial zones for up to five years on preferential terms.

Another innovation concerns graduates of lyceums, colleges and universities of the last three years. As of January 1, 2018, the first employed holders of diplomas will pay only half of income tax in the first year of employment, and a quarter in the second and third years. Active members of the Union of Youth of Uzbekistan, excellent students will be provided with financial assistance in paying for their study contracts, and 140 activists will cover 25% -30% of the initial mortgage payment per year. The organization will empower an association of young scientists, boys and girls with disabilities, centers for social and psychological assistance, youth tourism, sports clubs and fitness, and others. This is just a small part of large-scale projects to be initiated by the Union.

The participants also discussed the ways of increasing the role of youth in the work of state authorities. The assignments of the head of state at the Fourth Meeting of the PYM Kamolot were the first step in this direction. Thus, a 22-year-old graduate of the Singapore Institute of Management Development in Tashkent, Alisher Sadullayev, was appointed as a Deputy Minister of Public Education. A graduate of the Turin Polytechnic University in Tashkent, Olimjon Tuychiev, was appointed to the post of Deputy Director General of the Agency for Science and Technology. The young enthusiasts addressed the participants of the Press Club.

They proposed on the revision of the curricula in nursery and general schools with an eye to modern realities, and on the development of the start-up project practice in the republic. Young men and women should not wait until the state gives them jobs. It's time to take the initiative in your hands - to create original business projects, scientific and technical products.

They came up with interesting initiatives on holding a big international forum of Central Asian youth in Tashkent, enhancement of the role of girls in all areas of public life, targeted work with unreached youth, and others.

Uzbek people say: mahalla is both father and mother for a child. It is the mahalla, like a big family, that carefully cares of the children to grow up smart and healthy.

Public commissions at citizens' assemblies make a big contribution to this work. For instance, the commissions on education and spirituality contribute to the careful preservation and augmentation of spiritual values, cultivation of the best human features in the youth, love and dedication to the homeland. Synergies of commissions on minor, youth and sports issues create conditions on the ground to improve health of young citizens and ensure regular sports activities, as well as prevent delinquency.

The contribution of women’s commissions is also significant. They initiate the activities that promote getting education and vocation by girls, cover health issues of expectant mothers, and issues of upbringing of children.

Parent Universities under citizens’ assemblies provide mothers and fathers with advice of psychologists, doctors, lawyers and other specialists, respected residents of the community with rich life experience. Regular medical examinations of women, children and adolescents are organized jointly with medical institutions. Public groups Mahalla Posboni (Community Patrol) help with patriotic education of youth, prevention of offenses. The employment of vocational college graduates is regularly monitored. The issues of their employment are effectively addressed through the involvement in entrepreneurship.

Advisors of citizens' assemblies on religious, spiritual and moral education maintain close contacts with educational institutions, healthcare institutions, and public organizations. Events, workshops and discussions with specialists from various sectors have turned into a good platform to exchange experience on how to improve social and spiritual environment in families, prepare young people for family life.

The effective mechanism of interaction ‘family-community-educational institution’ in our country has been facilitating the solution of these problems. The objectives on the further improvement of performance of these three basic institutions and strengthening their cooperation require constant improvement of knowledge and proficiency. They are the focus of the workshops that are held in all regions of the country and are dedicated to priority aspects of the implementation of this mechanism. It is noteworthy that the events are carried out with the active use of modern information and communication technologies.

Other civil society institutions also make great contribution to the implementation of youth policy.

A far-sighted idea that the upbringing of a healthy generation implies the foundation of a great and prosperous life was put forward yet at the dawn of our independence. Over the years, Uzbekistan has made tremendous efforts toward this noble goal. Much has been done to ensure that children are born and grow healthy. The ongoing reforms in mother and child protection, strengthening of social protection, improvement of the education system, development of children's sports complement each other, and grew into a unified and inseparable system.

Today, modern medical centers, educational institutions, sports facilities contribute to the formation of the growing generation as comprehensively healthy and harmoniously developed personalities.

The state of health, thinking, behavior and lifestyle of today's boys and girls are fundamentally different from those of children 20-25 years ago. They enrapture with their erudition, aptitudes, talents, and success. Hardly crossed the threshold of the school, they handle computers, speak English.

The children of today can not be treated like kids, they appear in the center of attention. Health, upbringing, behavior of each child is at close attention. Today, they are the pride of our country, the so called heroes of the time, as clearly proved by the fact that the first order of Uzbekistan was named ‘Soglom Avlod Uchun’ (For Healthy Generation), and the monument to the mother and child is installed on the Mustaqillik Square. There is hardly a country in the world where people love and cherish children so much.

Each society is proud and relies on its healthy and comprehensively advanced youth, devoted to its homeland, with strong convictions and active civic stance. The people, who brought up and grew the young generation with such qualities, look with confidence in the tomorrow.
