On July 21, President of the Republic of Uzbekistan Shavkat Mirziyoyev visited Tashkent region

On July 21, President of the Republic of Uzbekistan Shavkat Mirziyoyev visited the city of Angren.

Such modern industries as chemical, petrochemical, ferrous and non-ferrous metallurgy, mechanical engineering and metal processing are developed in Tashkent region.

An important factor in full involvement of the industrial potential of the region, organization of new high-tech production capacities became the creation of the special industrial zone “Angren” in accordance with the decree of the First President of our country Islam Karimov of April 13, 2002. According to the decree of the President of the Republic of Uzbekistan Shavkat Mirziyoyev, it has been transformed into the free economic zone “Angren”, even more ample opportunities and benefits have been created there.

During the visit to the city of Angren on September 20, 2016, President Shavkat Mirziyoyev got acquainted with the constructive work carried out in this economic zone, as well as with large investment projects that are being implemented there.

These include a project for production of conveyor belts, tires for agricultural machinery and cars. The project provides for production of 100 thousand running meters of conveyor belt per year, 200 thousand tires for agricultural machinery and 3 million automobile tires.

The President of our country got acquainted with the implementation progress of this project.

Conveyor belts and tires are high-demand products in industry, agriculture, people’s lives. They are imported from abroad. Production of these goods in our country will allow to replace their imports and receive income from exports.

This plant is very important for the economy of our country, said the head of our state. High-quality products of a wide range that meet international standards will be produced here. People will receive a source of stable income.

Plant commissioning will allow to ensure employment of about 1,2 thousand people. Youth will master modern technologies, acquire necessary qualifications. So far, 68 specialists have improved their qualifications in China.

The head of our state gave instructions on training specialists of a narrow profile for this enterprise, using local raw materials. He noted the need for expanding cooperation with the Chinese company – “Poly Technologies”, searching for new opportunities, development of a strategy with the joint-stock company “Uzkimyosanoat” on expanding production and deepening processing, designed for 10 years.

Currently, plant construction and installation works are actively continuing. It is expected that the enterprise will start production of tires on September 1 of the current year.
Information is provided on the ongoing activities on production of building materials, automotive, electrotechnical and petrochemical products, implementation of promising projects in the “Angren” FEZ, the effective use of empty buildings in Tashkent region.

The head of our state drew attention to the economic efficiency of projects, asked about sources of raw materials and sales markets. He noted the importance of assistance in organizing activities of enterprises, increasing the competitiveness of products through reducing energy costs, providing people with work.

The President of our country spoke with foreign investors.

President Shavkat Mirziyoyev got acquainted with the activities of “Uzbegim otlari” stud farm in Urtachirchik district.

In our country, special attention is paid to the development of horse breeding and equestrian sport, strengthening their material-technical and fodder base, training and improving skills of specialists in the sphere, breeding thoroughbred, sports and service horses on the basis of studying the best practices of foreign countries. An important guide to action in this direction is the resolution of the head of our state “On additional measures for further development of horse breeding and equestrian sport in the Republic of Uzbekistan” of June 15 this year.

“Uzbegim otlari” stud farm was organized in 1992. Its area occupies more than 140 hectares. The farm is specialized in breeding ancient horse breeds, including Akhal-Teke horses. According to historical sources, the Akhal-Teke breed of horses appeared five thousand years ago. In the written sources of people of Asia, they are referred to as “Heavenly horses”, “Argamaks”, “The fastest horses”. Ancient wall drawings show that in the past Akhal-Teke horses were met in Fergana valley and Khorezm, now most of the horses of this breed are kept in Turkmenistan.

Currently, “Uzbegim otlari” stud farm has about 300 horses. Here, there are horses of English and Arab breeds in addition to the Akhal-Teke.

Participants were demonstrated a thoroughbred stallion named Dustkhon, presented to the President of our country Shavkat Mirziyoyev by the President of Turkmenistan Gurbanguly Berdimuhamedov.

A presentation of promising projects was held on increasing the number of thoroughbred horses, improving breeding activities at the stud farm.

Project on effective use of water resources of Parkentsai is presented to the head of our state.

The President of our country emphasized the need for rational use of every inch of land, widespread introduction of drip irrigation methods at places without water supply, cultivation of crops in vineyards. The need for growing those crops that are most suitable for conditions of a particular region is indicated.

The President of our country is informed about the general plan of the city of Parkent. Proposals on placement of recreational and health facilities in ecologically clean areas of Parkent district are presented. Facilities in recreational areas will be built from energy-saving materials.

The President of our country noted the need for building 50 houses for writers and poets in the most picturesque place of Parkent, creating excellent conditions for their creativity. A task is set before writers on creating new works, educating talented students.

The main tourism routes of Tashkent region are demonstrated. Chimgan recreational zone, Charvak reservoir, Ikhnoj, Urungach, Shovur, Bodak lakes are located in the region. There are also 45 hotels, 4 tour operators in the region. More than 100 thousand tourists visited the region last year. In the region there are also 71 sanatoriums, 4 natural lakes, 1 nature reserve, 5 forestry enterprises. Plans on the effective use of their capabilities, information on the main forecast indicators for further development of tourism in the region in 2017-2018 are presented to the President of our country. A presentation of projects of a modern hotel complex for 500 places in Chimgan recreational zone, a modern cable car is held. A cable car with a length of 2 kilometers, which will be serviced by 26 cabins, is planned to be built in 10 months.

The President of our country got acquainted with the project of the hotel complex “Kush-Chinor”, which will be erected on the territory of “Khujakent” makhalla of Bostanlyk district. The complex will include a hotel for 130 persons, a restaurant for 60 seats, a wellness center and service points.

A general plan of “Amirsoy” ski resort is distinguished by its modern solutions and scale. A system of year-round tourist service will be created here.

The head of our state noted the need for effective use of the tourism potential of Tashkent region. Our big disadvantage is that, having such conditions, we are not fully using them, said Shavkat Mirziyoyev.

Proposals on opening of guest houses in the picturesque places of Tashkent region as an experiment are presented to the President of our country. They provide conduction of events for tourists in the spirit of national customs, demonstration of dishes of national cuisine and organization of other interesting events.

President Shavkat Mirziyoyev got acquainted with construction projects that will be implemented in Tashkent region.

It is planned to build new houses and social facilities along Tashkent – Syrdarya highway in the territory of Tashkent region. Presentation of projects of houses construction on the segment of this road passing through Zangiota, Chinoz and Yangiyul districts is held.

The projects reflect the layout of accommodation, the design of houses.

Until now, Tashkent region had no administrative center. The decision of this issue cannot be delayed, said the President of our country. It is noted that activities on reorganizing the city of Toytepa as a regional center are under way. Foreign architects have been invited for this.

Getting acquainted with the project, the President of our country gave instructions for construction of modern houses along the road Tashkent – Toytepa, construction of social facilities in accordance with modern requirements.

Today Toytepa has turned into a large construction site. The new administrative center of Tashkent region is carrying out large-scale constructive activities. Presentation of the general plan of the city of Toytepa is held.

Tax System Goes Efficient

The President of Uzbekistan Shavkat Mirziyoyev has approved measures to radically perk up tax administration, increase collectability of taxes and other mandatory payments.

First of all, new changes will streamline the organizational system of tax authorities. For instance, the head of state assigned to establish a specialized inspection in the structure of the Accounting Chamber to control the completeness of the revenues to the state budget.

The new structure will analyze the data on the collection of tax and customs payments in the context of regions identify causal factors that have caused the reduction of payments in the sectoral and territorial context. It will also assess the objectivity and feasibility of estimated state budget revenues, identify and ensure the mobilization of reserves to increase them.

The State Tax Committee staff chart with be added with a new managerial position - the deputy chairman, who is assigned to coordinate the introduction of modern information and communication technologies in tax authorities, and expand the practice of interactive public services to taxpayers.

According to experts, the establishment of a working commission for the further improvement of tax legislation and tax administration, headed by Deputy Prime Minister Jamshid Kuchkarov, is relevant as it triggers a follow up strategy of development of the system for the future.

The Commission will draft regulatory and legal acts on radical improvement of the procedure and methodology of tax administration and control, further reduction of the tax burden, combining taxes and other compulsory payments relating to the same taxable structures.

Other priorities imply the introduction of an additional criterion (turnover limit) for the application of a simplified taxation procedure, when exceeding which the company is subject to additional tax liabilities while maintaining the status of a small business entity.

The Commission is assigned to optimize fixed tax rates for individual entrepreneurs operating in hard-to-reach and mountainous areas, as well as selling agricultural products in farmer markets.

In the near future, it is planned to introduce differentiated rates for the right to retail trade of alcohol products and products made of precious metals and stones by regions, and introduce encouragement mechanisms for conscientious taxpayers and financial incentives for state tax service employees.

The head of state entrusted the relevant ministries and departments to provide electronic taxpayers with access to all services of tax authorities by January 1, 2018, also through the Single Portal of Interactive State Services. To this end, it is planned to ensure the full provision of business entities with electronic digital signature.

The unified integrated information resource base of tax authorities will also undergo changes. Its work and content will be critically revised to expand the taxable base and improve tax control. It is envisaged to ensure its integration with all concerned ministries and departments, including the structures of the State Committee for Land Resources, Geodesy, Mapping and State Cadaster, statistics, justice, prosecutor's office, courts, Uzbekenergo and Uztransgaz enterprises.

As of January 1, 2018, Uzbekistan will introduce certain innovations in the tax sector, like, for instance a concept of tax holidays. They will be provided, for example, to conscientious taxpayers, or economic entities that have faced temporary financial difficulties.

In addition, the country introduces a new form of control - tax monitoring, which provides for an extensive information exchange between tax authorities and conscientious taxpayers, who are provided with overall assistance in addressing current tax issues. At the same time, the tax authorities of Karakalpakstan, regions and the city of Tashkent will take over the functions of tax administration of large taxpayers.

The reimbursement of overpaid taxes and other mandatory payments, which is a problem of public concern, will be addressed too. Tax authorities will be given 15 working days from the date of the taxpayer's appeal to the authorized bodies for the return or offset of excessively paid funds.

A judicial procedure of recovering the amount of taxes and other mandatory payments, identified upon the in-house audit in case if a taxpayer fails to provide justification for the discrepancy, will come into force as of next January. The state tax service bodies are also entitled to suspend temporarily for up to five banking days the operations with accounts of economic entities that sell goods, works and services without registration of receipts.

The control by tax authorities will be significantly strengthened. They will be engaged in the system-based monitoring for the conformity of the reported and real number of employees of economic entities. Tax workers will be supported by two computerized computer systems. Their launch is scheduled for next January. The first one will control the receipt of cash proceeds through cash registers, which provide data about online payments to the tax authorities. It will be introduced by stages in Tashkent, Nukus and regional centers, to proceed with other regions of the republic. Another specialized automated system will analyze the risks of committing tax offenses in order to ensure the effective selection of audit objects, as well as maintain permanent record and control of the actual volume of production of highly liquid products.

Meeting with Afghan delegation

On July 21, 2017, the Minister of Foreign Affairs of the Republic of Uzbekistan Abdulaziz Kamilov met with the delegation of the Islamic Republic of Afghanistan, which is in our country on a working visit.

The delegation includes Mohammad Hanif Atmar, the President’s Adviser on National Security Issues, Mohammad Humayon Qayoumi, the Senior Adviser to the President on Infrastructure, Human Resources and Technology, Muhammad Shakir Korgar, the President’s Special Representative for Development of Cooperation with the CIS Countries and Russia and, other officials.

At the Foreign Ministry, the sides discussed in details the wide range of issues on the bilateral agenda, as well as exchanged views on international and regional issues.

The special attention was paid to the implementation of the agreements, reached during the meeting of the President of Uzbekistan Shavkat Mirziyoyev with the President of Afghanistan Mohammad Ashraf Ghani on June 8, 2017, within the framework of the SCO Summit in Astana.

The Ambassador of Afghanistan Sayed Shahabuddin Timori attended at the conversation in the Foreign Ministry.

The program of the visit of the Afghan delegation includes holding bilateral meetings in a number of ministries, agencies and leading companies of Uzbekistan to consider concrete proposals to expand cooperation.
