THE PRESS OF UZBEKISTAN: CONDITIONS AND PERSPECTIVES

Today the republican media have a real and wide choice of economic partners, an opportunity to achieve economic independence, self-sufficiency and comfortable existence which is a major factor of their independence and freedom. There are all necessary conditions for a decent competition in information space for all its participants irrespective of their form of ownership, circulation, coverage and orientation of the information unit.

То fulfill the tasks set to media the state, naturally, should pay special attention to media improvement issues, in part, to strengthening their material and technical basis, supplying them with advanced technologies and equipment, carrying out reforms necessary for the development of this sphere, material and moral encouragement of media workers. Media liberalization is undoubtedly a long-term process.

The aforementioned issues in Uzbekistan are being realized systematically, consistently and stage-by-stage. Special attention here is paid to the following: first, the development of market relations, healthy competition in information sphere and providing for economic self-dependence of media; second, the expansion of a network of domestic Internet news sites; third, modernization and strengthening of media material and technical basis meeting high demands of the present; fourth, training and re-training of skilled journalists and technical staff with due regard of new tendencies in the world information space development; fifth, planning and organizing the work of domestic media proceeding from a public opinion monitoring results and people's information requirements, rating indices, etc.

Uzbekistan as an International community subject is going through all those processes experienced by other countries in the course of their civil and democratic society development. Mass media, particularly, the print media are experiencing the same processes. The reform is under way, a national information space is being formed and expanded and chiefly market relations are being formed in this sphere. The media market itself is being developed under market conditions and dictates its own conditions.

Like it or not, competition is developing and it is no longer easy to find one's own niche, readers and audience. The process of renewal demands new ways to find, new approach to work and new relations. In this process the editors naturally face numerous problems and difficulties. It is most difficult for the editors to solve the issues connected with specialists, material and technical basis, economic independence and financial stability.

One of the major difficulties facing domestic media is the problem of raising legal culture and professional ethics of journalists working for the print media of the country.It is necessary to study the practice of leading foreign publications and positive experience of domestic mass media. It is necessary to know the readers' needs and to outline creative plans and address daily interests and needs proceeding from them. It is necessary not only to inform people about the current developments and processes but also to form public opinion in all spheres of life, be it municipal economy or a private business - anything worrying our citizens. In this connection a question suggests itself: what kind of support there should be given. It is very important on the present stage that the print media take an active part in democratization and modernization of society. To develop and make a success in the process of innovations the national press needs a support.
